THE RHETORIC OF SUSTAINABILITY IN PERSPECTIVE: THE NEW MASTER PLAN OF BELÉM AND ITS (MIS)ALIGNMENT WITH INTERNATIONAL CLIMATE AGENDAS

This article analyzes the review process of the Master Plan of Belém (PA), with an emphasis on the draft prepared by FADESP as a product of the review process and submitted by the Belém City Hall to the Urban Development Council in June 2025, evaluating its conformity with international climate agendas. Situated in an Amazonian context marked by socio-environmental vulnerabilities and increasing climate risks, the city demands robust and inclusive urban planning. The research adopts a qualitative approach, based on documentary and normative analysis, comparing the plan's provisions with specialized literature in urban law, environmental justice, and climate governance. The results indicate the adoption of concepts such as resilience and Nature-Based Solutions, showing a relevant discursive alignment. However, a critical analysis of instruments such as zoning and financing mechanisms reveals institutional weaknesses alongside important progress – for example, the proposed creation of Climate Crisis Confrontation Zones (ZECC). It concludes that, despite formal advancements, the effective implementation of climate justice in Belém still depends on overcoming political and economic barriers, especially those that favor speculation and the commodification of urban space, which compromise the transformative potential of urban planning.
