Abstract

This article analyzes the role of the forensic expert in the collection of evidence at crime scenes within the Angolan legal system, focusing on the activities of the Criminal Investigation Service (SIC) of Moçâmedes. The study is based on the assumption that proper forensic procedures are essential to ensure the reliability of expert evidence and to support judicial decision-making in criminal proceedings. Methodologically, a qualitative approach was adopted, using documentary analysis, bibliographic review, and questionnaires applied to professionals involved in criminal investigations. The results reveal significant weaknesses in the collection, preservation, and documentation of evidence, mainly related to insufficient specialized training, limited material resources, and the absence of standardized protocols, particularly concerning the chain of custody. The discussion, grounded in the theoretical framework, indicates that these shortcomings undermine the credibility of forensic evidence and negatively affect the effectiveness of criminal justice. The study concludes that strengthening forensic practice in Angola requires structural investment, continuous professional training, and clear regulation of technical and scientific procedures, aiming to enhance legal certainty and promote fairer judicial decisions.
