A SMOKE SCREEN HIDES THE CONDITION OF TEACHERS AND STUDENTS SINCE THE 2017 HIGH SCHOOL REFORM IN RIO GRANDE DO SUL

Abstract

This text aims to compare, on the one hand, the narrative of the Secretariat of Education, and on the other, to present the official numbers that unveil the educational reality in the State of Rio Grande do Sul. It presents a history of recent high school reforms and the duality in this teacher-student relationship, where this reform placed the responsibility solely on these two segments. For a reform of such magnitude, the RS, in an organized manner, needed to have first implemented reforms in the schools, equipping them with computer, science, history, cinema, theater, and dance labs, creating an inclusive school. Even in 2025, we still see schools without internet, without science labs, much less computer labs. According to data from the State Secretariat of Finance of RS, the amount presented was 11,634.84 million in 2016, and 11,035.60 million in 2023 (SEFAZ/RS data), meaning the resources executed by the secretariat decreased; there were no investments. The methodology used in this text is quantitative, based on numerical and statistical data, exploring official databases to support the study of the reality of high school education in Rio Grande do Sul.
