TELEMEDICINE AND ETHICS OF CARE: THE IMPACT OF DIGITAL EXCLUSION ON THE PROFESSIONAL-PATIENT RELATIONSHIP

Telemedicine has become a strategic tool for expanding access to health services, especially in contexts of geographic barriers and health crises such as the COVID-19 pandemic. This study presents a bibliometric review and thematic analysis of scientific production published between 2019 and 2025, addressing the interface between telemedicine and ethics in healthcare. The research followed a structured protocol, using descriptors such as Telemedicina AND Ética em saúde, Telemedicina AND exclusão digital, Telemedicina AND relação profissional-paciente, and Ética digital AND saúde. Eight studies with diverse methodologies were included and analyzed based on predefined categories: accessibility and digital inclusion, ethical principles and privacy, professional–patient relationship, healthcare professionals’ digital skills, and legal and regulatory aspects. Results indicate that technological barriers and digital exclusion are the main obstacles to effective and equitable practice, followed by challenges in data protection and preservation of the human dimension of care. It is concluded that the effectiveness of telemedicine depends on integrated public policies combining investments in digital infrastructure, continuous training, robust regulation, and strategies for humanizing remote care.
