AN ANALYSIS OF DIGITAL GOVERNANCE INDICATORS IN THE COURT OF JUSTICE OF GOIÁS

Abstract

The lack of integrated management and consistent digital governance mechanisms in Brazilian cities undermines the effectiveness of public policies and affects service quality, creating barriers to transparency, participation, and responsiveness. This article assesses the extent to which the Court of Justice of the State of Goiás incorporates global and national references of smart public governance, based on ISO 37122, the OECD Digital Government Index, and the Brazilian Charter for Smart Cities. The research adopts a qualitative, exploratory-descriptive approach, grounded in the analysis of normative documents, data dashboards, and institutional reports from the court. The results reveal progress in three dimensions: data-driven transparency, evidenced by the high rate of electronic case processing and publication of indicators; collaborative participation, visible in co-creation initiatives such as innovation labs; and adaptive responsiveness, observed in the use of dashboards to dynamically allocate resources. However, limitations remain in analytical integration and the implementation of the open-by-default principle due to the lack of a national data taxonomy and the absence of algorithmic auditing routines. It is concluded that the consolidation of smart governance depends on data standardization, stronger control mechanisms, and continuous team training; without these elements, technology tends to reproduce inequalities rather than reduce them.
