CLIMATE GENTRIFICATION AND INTERSECTIONAL INJUSTICE: IMPACTS OF COP30 URBAN INTERVENTIONS ON BLACK AND RIVERSIDE WOMEN IN PERIPHERAL TERRITORIES OF BELÉM-PA

Abstract

This research analyzes the impacts of COP30’s urban interventions in Belém-PA from the perspective of climate gentrification and intersectional injustice, focusing on the daily lives of Black and riverside women in peripheral territories. The central problem investigates how these interventions generate processes of climate gentrification and reinforce situations of intersectional injustice, specifically examining the institutional, economic, and symbolic mechanisms that link the sustainability discourse to socio-spatial exclusion. The study adopts an exploratory methodology and a deductive approach, based on bibliographical, documentary, and normative review, structured around three specific objectives: to identify and characterize the main ongoing urban interventions related to COP30 and their territorial impacts; to analyze the mechanisms through which these interventions trigger climate gentrification processes in the urban Amazon; and to examine, through the case study of Vila da Barca, how the intersections of race, gender, and territory amplify climate vulnerabilities. The results indicate that the 37 ongoing interventions, with a total budget of R$ 3.2 billion, operate through three interrelated mechanisms: institutional legitimation via environmental discourse, selective stimulation of the real estate market, and systematic exclusion from decision-making processes. The case study reveals how these mechanisms transform Vila da Barca into support infrastructure for projects benefiting central areas, deepening inequalities and vulnerabilities. The research concludes that, although justified by the discourse of sustainability, COP30’s interventions reproduce historical patterns of exclusion and contradictions to climate justice, while also highlighting the leadership of local women as agents of resistance and builders of socio-environmental alternatives.
