URBAN RESILIENCE IN THE CONTEXT OF NATURAL DISASTERS: CONCEPTS, INTERNATIONAL PROTOCOLS, AND THE BRAZILIAN REALITY

Abstract

The extreme effects of climate change, combined with the growing rate of urbanisation worldwide, have increased vulnerability and the risks of natural disasters, resulting in economic, social, cultural and environmental impacts. The search for urban resilience has become indispensable for tackling vulnerabilities, aimed not only at responding to disasters, but also at prevention and adaptation. The Sendai Framework for Disaster Risk Reduction 2015-2030 offers a relevant international reference, with a preventive and multisectoral approach, orientated towards risk management, proposing guidelines for governments and communities, in order to create conditions for cities that are better prepared and adaptable to adversity. As a complementary tool, the City Resilience Framework (CRF) proposes a methodology for formulating and implementing resilience strategies and plans on a municipal scale, considering different sizes and contexts. The aim of this article is to analyse and summarise the main concepts, international protocols and Brazilian legislation related to urban resilience, with an emphasis on disaster prevention and mitigation. To this end, the article proposes to: (1) identify the central principles of the Sendai Framework; (2) present and discuss the foundations of the CRF; (3) review the relevant Brazilian legislation and (4) carry out a critical analysis of the gaps and challenges faced in implementing these policies and guidelines in Brazil.
