HYBRID WARFARE AND LAWFARE

Since Russia's actions in Crimea in 2014, which resulted in the annexation of that territory, NATO and the European Union, as well as the defense manuals of several states, have been increasingly using the term "hybrid warfare" to designate a new form of warfare, supposedly based on a new strategy. However, it is necessary to ask: is hybrid warfare truly a new form of warfare? The hypothesis is that, historically and based on a holistic view of strategy, hybrid warfare has been the rule, and conventional warfare is almost an illusion. Even if lawfare is mentioned as a contemporary form of hybrid warfare, it is clear that, in practice, there is nothing revolutionary about it. The objective of this article is to present the various designations given to the term "hybrid warfare" and to address the criticism that, in reality, it is nothing new. Given Russia's hybrid warfare strategy, it is clear that the use of lawfare does not drastically innovate the war zone. This article will utilize a literature review and the hypothetical-deductive method to develop qualitative research.
