Abstract

It discusses full time education on Basic Education in the Brazilian Northeast. The objective is to present an outlook of the relationship between the subnacional reports and the report from the National Educational Plan; difficulties and challenges of this public policy monitoring. It uses a documental analysis of the referring reports and educational plans from the Northeast states and their respective capitals, searching for official federal governments websites, secretaries of education, via e-mail and the Fala.BR platform. It analyzed the description of a specific goal achievement - full time education -, in 23 documents from six states and five capitals. The results indicate the comprehension of managers and professionals of education, the offer of full time education as a promoter of educational equity; statistical data as a facilitator of visualizing progress; absence of 17 explanatory comments (analysis, conclusions and forecasts) reports. Alagoas, Bahia, Ceará, Maranhão e Sergipe present the best and more complete reports. However, there was a low adherence of public management to the tools and mechanisms that support administrative transparency practices and compliance with regulations regarding facilitating access to public data, highlighting the fragility of access to information in Brazil, which compromises the public follow-up of educational goals and represents a barrier to consolidate the public policies evaluation. It highlighted the challenge to connect the information produced in Federal scope and published by the states and their respective capitals,  accompanied by information that is not yet standardized and the expansion of data with greater consistency.
