Abstract

This study aimed to find out from the literature about research and/or experiences on the construction of effective practices in the construction and consolidation of Permanent Health Education (EPS) in Primary Health Care (PHC), by means of an integrative literature review. We searched for texts published between 2015 and 2025, which addressed the concept of PHE, initiatives developed in PHC and/or the perception of changes in professional practice. Forty-three studies were selected. Thematic content analysis identified four empirical categories: Definition and Characterization of Permanent Health Education in the context of Primary Health Care; Strategies to Strengthen Permanent Health Education in Primary Health Care; Permanent Health Education Practices Implemented in Primary Health Care; Challenges and Difficulties in Permanent Health Education Practices. It was observed that PHE seeks to integrate managers, professionals and users, creating a collaborative environment that values local experiences and participatory methodologies. PHE reinforces the autonomy of PHC teams, encouraging critical reflection on care practices. Despite its transformative potential, many managers still underestimate its importance, hindering its implementation in health policies. To strengthen PHE in PHC, it is essential to implement continuous training programs that address local needs. Another strategy is to promote the exchange of knowledge through discussion groups and interdisciplinary workshops. In addition, it is important to encourage community participation in educational activities, actively involving them in the process. Finally, the use of digital technologies can facilitate access to content and training, expanding learning opportunities.
