MILITIAS IN THE AMAZON: A CASE STUDY FROM THE PERSPECTIVE OF SDG 16

This article analyzes the actions of a militia group in the city of Belém/PA in light of Sustainable Development Goal 16 (SDG 16), which aims to promote peaceful, just societies with effective institutions. The research, of a qualitative nature, adopts the case study method and is based on the analysis of official documents, testimonies and specialized literature. The results point to the existence of a structured militia, composed of public agents, with violent actions, criminal diversification and institutional support, directly compromising the achievement of the goals of SDG 16. The main challenges identified are the lack of integration between security agencies, the fragility of the internal affairs departments and the difficulty of obtaining evidence for criminal liability. It is concluded that the containment of militias requires coordinated strategies, qualified repression, strengthening of control institutions and public policies based on evidence, in order to restore state legitimacy in areas dominated by organized crime.
