Abstract

Health was guaranteed as a fundamental right by the 1988 Constitution, establishing the Unified Health System (SUS). However, the financing and management of the SUS face challenges, with growing judicialization and controversies over the pledge of public funds destined to Social Health Organizations (OSS).
