INTERINSTITUTIONAL COOPERATION AND COLLECTIVE ACTION IN THE VEGETABLE PRODUCTION CHAIN: THE EXPERIENCE OF THE REGIONAL CHAMBER OF VEGETABLE GROWERS OF VALE DO CAÍ (RS)

Abstract

This article analyzes the experience of the Regional Olericulture Chamber of the Vale do Caí (RS), Brazil, understood as a practical case of thematic territorial governance, with emphasis on processes of interinstitutional cooperation and the advances observed in the vegetable production sector. The study adopts a qualitative approach, based on documentary analysis, systematization of the accumulated experience of the Chamber, and the application of a questionnaire to rural extension agents working in the olericulture chain in the region. The analysis shows that the Chamber’s actions have been guided by structured listening processes with family farmers, resulting in the definition of agendas and actions aligned with the demands of the productive sector. Among the main initiatives developed are regional seminars, applied research conducted in partnership with higher education institutions, field days, studies on agricultural policy instruments, production cost surveys, analyses of water management for irrigation, and innovative communication and technical guidance strategies. The results indicate that advances in the vegetable sector are expressed less through immediate productive indicators and more through the qualification of organizational processes, planning, and institutional articulation within the territory. The survey with extension agents reinforces the recognition of the Chamber as a strategic mediation space, capable of articulating different actors in the production chain and enhancing the institutional capacity to respond to the demands of family farming. It is concluded that the experience of the Regional Olericulture Chamber of the Vale do Caí is consistent with principles associated with territorial governance and sustainable territorial development, highlighting the role of interinstitutional cooperation and collective action in building responses to the demands of the productive sector at the territorial level.
