Abstract

Brazil is a land full of controversies, with many riches but still considered underdeveloped. A fertile land, with enormous potential, but which faces contradictory social and economic indicators. Among the various factors that cause problems, what is common are the people who pay the price: citizens. There are laws that give us basic and minimum guarantees, including the right to education, whether at primary, secondary or higher level. The big issue is that a small number of the population reaches the three stages, and even when they complete the first and second stages, it is not fully, there is no guarantee that they will have a professional qualification, the knowledge of their duties and rights and the ability to exercise them, much less the continuation of their studies. Education is a citizen's right and the State must allocate resources to achieve results, but they are used in unfavorable ways and do not allow our rates to reach a level consistent with what we can invest. In addition to all the challenges encountered in education, there is a great paradigm: ensuring access and retention. With so many challenges, how can students guarantee the ability to attend classes every day? And no matter how much he can develop in another environment, if he does not reach a certain number of presence in all subjects, he fails. Is it possible that with so many difficulties, absence is fair enough to fail the student?
