PUBLIC POLICIES IN BEEF CATTLE FARMING: A SYSTEMATIC REVIEW

Given the socioeconomic importance of beef cattle farming and its environmental impacts, coupled with the need to systematize knowledge on the effectiveness of state interventions in the sector, this study aims to identify and characterize the public policies targeting this activity reported in international scientific literature. To this end, a systematic review following the PRISMA 2020 protocol was conducted, with searches in the Scopus, Web of Science, and Science Direct databases (2019-2023). The results indicate that the identified public policies (n=10 articles) are predominantly focused on environmental objectives, especially combating deforestation and reducing greenhouse gas emissions. The main instruments used are regulation (enforcement and restrictions) and subsidized rural credit. The analysis reveals that productivity and income gains often appear as indirect consequences, not as central policy objectives. This allows us to conclude that, although effective in mitigating environmental impacts, the analyzed policies neglect opportunities for more direct action in increasing producer income and providing technical support, suggesting a pathway to optimize their impact and adoption within the sector.
