MANAGEMENT MODEL FOR ELECTRONIC MONITORING OF INDIVIDUALS: AN EVALUATION OF THE QUALITATIVE AND QUANTITATIVE EFFICIENCY OF MANAGEMENT IN PARANÁ IN LIGHT OF CRITICAL CRIMINOLOGY AND PUBLIC POLICY THEORY

Abstract

This article analyzes the implementation of the Electronic Monitoring of Persons policy in the State of Paraná in light of Ordinance No. 67 of 2024 and the Management Model established by the National Council of Justice in 2020. The investigation, characterized as an Implementation Assessment and developed using a qualitative-quantitative approach, examines the articulation between normative guidelines and institutional practices in the Centers for Assistance to Persons under Electronic Monitoring (NUPEM) and the Operational Division of Electronic Monitoring (DOME), structured in the nine Administrative Regions of the Criminal Police. The results reveal a structural asymmetry between the humanizing horizon envisaged by the Management Model and the concrete reality of administering a contingent of 18,750 monitored individuals. The ideal ratio would require 313 multidisciplinary professionals, but the state has only 59 employees, equivalent to 18.85% of the required capacity. This insufficiency alters the rationality of the policy, as it shifts NUPEM from its function of reception, network coordination, and preparation of Individualized Monitoring Plans to primarily bureaucratic and supervisory routines. The analysis of more than 255,000 annual cases shows the prevalence of coercive logic and risk management over social assistance, confirming interpretations of critical criminology and theories of the state that identify the expansion of administrative mechanisms of control over vulnerable populations. It can be concluded that the Paraná model achieves high operational efficiency but reduced social effectiveness, which undermines the emancipatory potential of the measure and reaffirms its character as an instrument for managing marginality.
