GOVERNANCE, MANAGEMENT AND INTEGRALITY: STRUCTURING AXES OF THE SUS IN PERSPECTIVE

The Unified Health System (SUS), established by the 1988 Federal Constitution and regulated by Law No. 8,080/1990, constitutes the largest public health policy in Latin America, with governance, management, and comprehensiveness as its structuring axes. Using a qualitative, descriptive, and exploratory approach, this bibliographic and documentary study sought to analyze these axes, highlighting their relevance in consolidating the universality, equity, and effectiveness of the right to health in Brazil. Articles published between 2023 and 2025 in scientific databases such as the Scientific Electronic Library Online (SciELO), the Public Medical Literature Analysis and Retrieval System Online (PubMed), and ScienceDirect were examined, in addition to the normative provisions that organize the SUS, especially articles 196 to 200 of the Federal Constitution. The results indicate that comprehensiveness, although constitutionally mandated, still faces challenges in healthcare practice due to regional inequalities, budgetary limitations, and fragmentation of care networks. It is also evident that federative governance and efficient management are crucial to ensuring continuity of care, especially in contexts of health crises. It is concluded that strengthening these structuring axes is essential for consolidating the SUS (Brazilian Unified Health System) as a state policy and for realizing the universal right to health.
