Abstract

Introduction: With the consolidation of the Unified Health System (SUS), popular participation and user protagonism are advocated through legislation that guarantees the existence of formal spaces for social control. However, in view of the neoliberal advance and the dismantling of rights, it is necessary to first think of spaces for participation that equip users with tools for collective organizations. Objective: To discuss the importance of tensioned social mobilization as a resident social worker in mental health to guarantee the rights of UBS users, emphasizing the user's protagonism. Methodology: For this study, the opinion article was used, which is a textual genre based on argumentation to analyze, evaluate and respond to a specific or controversial fact in the study in question, aiming to discuss the role of social mobilization in mental health to guarantee the rights of UBS users in a neighborhood of Apucarana in Paraná from the perspective of a Social Worker Resident (Resident in the Mental Health Specialty) of the Municipal Health Authority of the Municipality of Apucarana. Results and Discussion: Through the bibliographic study, it was possible to characterize the historical path of popular participation in health policy and understand the struggle so that spaces of social control were seen as essential. It was also possible to note that the collective spaces of the health services presented here constitute key pieces to raise collective demands. Final Considerations: Through this work, it was possible to understand that there are difficulties in building these spaces today; however, it is extremely important to equip users of the health policy to face and fight for the guarantee of their rights.
