PROPOSED FLOWCHART FOR PREPARING AND DEVELOPING STRATEGIC PLANNING IN PUBLIC HIGHER EDUCATION INSTITUTIONS

Strategic planning is understood as a process that provides a differentiated and innovative approach, allowing organizations to define how and what they need to do to transform their objectives into reality. Many strategic planning methodologies have been developed for application in private organizations; however, few have been created or adapted to the specificities of public organizations. In this sense, the objective of this article is to propose a workflow for strategic planning in public higher education institutions. It consists of a case study at the Federal Technological University of Paraná (UTFPR) on the Cornélio Procópio Campus. A literature review was conducted, and the tools appropriate to the institution's planning were selected. The selected tools were the SWOT matrix, PESTEL analysis, scenario planning, and the adapted Canvas. The Scrum methodology was also selected for project management. The application of the workflow resulted in the planning of 80 strategic actions, distributed across eight strategic objectives, and are being executed according to a schedule from 2019 to 2022. The proposed workflow can serve as a basis for other public higher education institutions with characteristics similar to those of UTFPR in the development of their strategic planning projects.
