FROM THE FIELD TO COLLECTIVE STRATEGY: RESOURCES AND CAPACITIES IN A LOCAL PRODUCTION SCHEME OF PULP AND JUICE IN THE IBIAPABA RANGE

The objective of this research is to identify and analyze the main collective resources that confer competitiveness to the local production system (APL) of crops and plants in the Serra da Ibiapaba, in Ceará, evaluating them in the light of the Resource Based Vision (RBV) and the VRIO model. Adotou-se approaches a qualitative, exploratory nature and case study delineation, combining bibliographical, documentary research and semi-structured interviews with six key APL actors. The results will reveal that collectively constructed resources, such as technology and automation of processes, as well as organic production, are configured as sources of sustainable competitive advantage, in terms of geographic location, or access to raw materials and basic product quality resulting in competitive parity. The study concluded that the competitiveness of the APL of the Serra da Ibiapaba is a result of the synergy between tangential resources and collectively constructed intangible capacities, highlighting the capacity for articulation and organization of development as a critical factor of difference. The study contributes to expanding understanding of the application of RBV in contexts of productive agglomerations, offering subsidies for the development of public and strategic management policies aimed at collective organization, regional development and income management.
