THE RELEVANCE OF CONTINGENCY PLANS IN CIVIL DEFENSE FOR SMALL MUNICIPALITIES: STRATEGIES AND CHALLENGES IN CITIES WITH LESS THAN 100,000 INHABITANTS

Abstract

This article analyzes the importance of contingency plans in civil defense for Brazilian municipalities with fewer than 100,000 inhabitants, highlighting the challenges and strategies for risk management and disaster response. The study adopts a mixed-methods approach, combining quantitative analysis of official data and institutional documents with semi-structured interviews conducted in five municipalities from different regions of Brazil. Aspects such as the updating of contingency plans, available resources, team training, and risk perception were evaluated. The results reveal significant disparities in the effectiveness of the plans, mainly due to institutional capacity, funding availability, and community participation. The study proposes guidelines to strengthen local resilience and improve coordination across government levels, contributing to more effective risk management in small cities.
