SUS MANAGEMENT INSTRUMENTS: AN ANALYSIS OF THE STRATEGIC MANAGEMENT SUPPORT ROOM (SAGE)

Health planning from the perspective of social control is considered an important mechanism for society's participation, as it consists of defining proposals with a view to solving problems identified in analyses of the population's health situation. Thus, Law No. 141/2012 defined that health councils should play a prominent role in the health policy planning cycle, monitoring, evaluating, and issuing conclusive or inconclusive opinions on all health management instruments (Health Plans - PS, Annual Health Programming - PAS, and Annual Management Report - RAG). Therefore, the objective of this study is to analyze the situation of SUS management instruments based on data extracted from the Strategic Management Support Room (SAGE). This is a quantitative study of an exploratory-descriptive nature. The portal was evaluated in June 2024, and data were collected by states considering the monitoring status of the PS, PAS, and RAG. The results showed a decline in the PS approval rate between 2020 and 2022 (85.1%). In the same direction, the PAS (66.6%) and the RAG (18.5%) obtained the lowest approval rate in 2022. The RAG was the management instrument that presented the worst approval rates in all the years analyzed. Thus, it is evident that in the period analyzed, the logic of rationality prevails within the health councils, which produces deleterious effects on the planning process, resulting in a fragile democratization of the decision-making process.
