DANGEROUS SILENCE: MAYORS IGNORE CIVIL DEFENSE IN GOVERNMENT PLANS FOR 2024

This article analyzes the absence of the "civil defense" theme in the government plans filed by the candidates elected in the cities of São Sebastião, Ilhabela, Caraguatatuba, Ubatuba, Bertioga, and Guarujá, municipalities that were severely affected by the rains of February 2023. The documentary research was carried out based on data provided by the DivulgaCand system, of the Superior Electoral Court, evaluating whether the candidates dealt with civil defense in a complete, superficial way or if there was an omission. The results indicate a worrying neglect of planning for disaster prevention and response policies, especially in regions vulnerable to natural disasters. The analysis highlights the lack of priority given to the issue, even in recently devastated areas, raising questions about the future preparedness of these cities to face climate crises.
