THE SCHOOL COUNCIL AS A SPACE FOR PARTICIPATION AND SOCIAL CONTROL

This article aimed to analyze the role of the school council as a space for participation and social control within public education. The theme was defined based on the observation that, although school councils are legally recognized in Brazilian educational policy as instruments of democratic management, their practical implementation faces significant challenges. This bibliographic research was based on the analysis of three scientific articles published between 2023 and 2025, selected according to criteria of relevance, recency, and theoretical consistency. From the critical reading, three central axes were identified: the social and political function of the school council; the challenges of effective participation by the school community; and the council's role in promoting democratic management. The results showed that school councils still operate in many contexts as merely formal or symbolic structures, marked by hierarchical power relations, lack of legal knowledge, and absence of continued training. It was concluded that in order for the council to be consolidated as an effective space for collective deliberation and social oversight, investments must be made in political education, institutional recognition, and the strengthening of democratic practices within public schools.
