PROFILE OF NON-CONFORMITIES IN AIRPORT PROJECTS ASSESSED BY THE NATIONAL SECRETARIAT OF CIVIL AVIATION

Abstract

Regional airport infrastructure plays a significant role in Brazil's economic growth and social integration. However, the approval of design projects in this sector involves a high degree of complexity, requiring compliance with various technical and regulatory requirements established by national and international standards. This scenario demands recurring analyses, detailed reviews, and significant effort from the technical team of analysts at the General Coordination of Airport Projects (CGPA) of the National Civil Aviation Secretariat (SAC). This paper discusses the design project approval process and presents partial results of a diagnostic study on the evaluation process of airport design projects, which is part of a Decentralized Execution Term (TED) signed between SAC and the Federal University of Pernambuco (UFPE). The aim is to promote improvements in the technical audit process of airport projects carried out by the CGPA/SAC. The work begins with an analysis of the airport design project approval processes. Based on a descriptive methodological approach, an exploratory analysis was conducted on technical reports issued by SAC over the last four years, involving the acceptance process of 17 regional design airports. The results reveal critical aspects of the airport investment planning stage, highlighting the distribution of nonconformities by technical disciplines, the relationship between variables that influence design project approval, as well as the specialties with the highest incidence of reiterations and nonconformities. Finally, the paper presents possible developments to improve and optimize the airport design project approval process by SAC.
