THE CONSTRUCTION OF THE UNIFIED HEALTH SYSTEM AS AN EXPRESSION OF THE RIGHT TO HEALTH AND THE DEMOCRATIZATION OF PUBLIC POLICIES

Considering the construction of the Unified Health System (SUS) as a historical landmark linked to the redemocratization of Brazil and the consolidation of health as a social right, this study problematizes how this system expresses the democratization of public policies and the realization of the right to health. The objective is to analyze the construction of the Unified Health System as an expression of the right to health and the democratization of public policies, considering its historical, normative, and international foundations. To this end, a narrative literature review was conducted, searching the PubMed/MEDLINE, SciELO, and BVS databases using DeCS/MeSH descriptors related to the Brazilian Unified Health System (SUS), Right to Health, Public Policies, Democratization, and Primary Health Care, including studies published between 2019 and 2025. Thus, it is observed that the SUS is configured as a universal public policy, guided by principles of equity, comprehensiveness, and social participation, supported by legal instruments such as Laws No. 8.080/1990 and No. 8.142/1990, in addition to national policies that strengthen primary care, health promotion, and health surveillance. This allows us to conclude that, although the SUS represents a significant advance in guaranteeing the right to health, its full consolidation still demands addressing structural challenges, such as underfunding and regional inequalities, reaffirming the need for continuous strengthening of public policies and social participation.
