POPULAR PARTICIPATION AND THE PRINCIPLE OF EFFECTIVENESS: ANALYSIS OF E-CITIZENSHIP AND THE ROLE OF ARTIFICIAL INTELLIGENCE IN LEGISLATIVE ACTIVITY

Popular sovereignty, a pillar of the Brazilian Republic, manifests itself both through voting and in normative elaboration and direct participation in the synthesis of public policies. However, the challenges in making this participation effective and influential demonstrate the tensions between institutional reality and the democratic ideal. This scenario opens the way for the appropriation of technological innovations, such as e-Citizenship, in order to transform the interaction between State and Society. That said, this research aims to analyze the role of e-Citizenship in promoting popular participation in the federal legislative process and to discuss how the incorporation of artificial intelligence can reinforce the principle of legislative effectiveness. To this end, a qualitative methodology is used, with a legal-constitutional approach and an exploratory and descriptive character. In order to observe that the integration of e-Citizenship with artificial intelligence should be seen as a collaboration between technology and democracy, and not as a replacement for human deliberation. In conclusion, the creation of e-Citizenship represents a remarkable institutional advancement, boosting transparency, accessibility, and civic engagement among Brazilian citizens.
