INCLUSION BEYOND THE NUMBERS: THE REALITY OF GOAL 4 OF THE NATIONAL EDUCATION PLAN IN THE STATE OF BAHIA

Abstract

This study addresses inclusive education in Brazil and Bahia, with emphasis on Goal 4 of the National Education Plan (PNE). This work aims to analyze and discuss the results of educational policies at the national level and in the state of Bahia, specifically observing goal 4 of the PNE and PEE-BA as the center of discussion. The methodology adopted was qualitative, with a bibliographic base that analyzed data from the 5th Monitoring Cycle of the PNE, focusing on the percentage of enrollment of students with disabilities, GDD and high abilities in common classes. The justification for this methodological choice lies in the need for a deeper understanding of educational practices and the challenges faced in the implementation of inclusion. We seek to evaluate the advances and gaps in educational policies, in addition to promoting a reflection on the quality of specialized educational service. In this way, it is intended to contribute to the strengthening of public policies that ensure equal rights and opportunities for all students in the educational system. It is considered that, despite the significant advance in the percentage of enrollment in regular classes, the effectiveness of inclusion still faces persistent challenges, requiring transformations in school culture and pedagogical practice to ensure the quality of care and the integral development of each individual.
