Abstract

This study analyzed good practices in contract management within the construction industry operating under public contracts, highlighting how regulatory evolution and the incorporation of technologies have positively impacted project execution. Through a qualitative literature review, technical manuals, inspection guidelines, and reports issued by oversight agencies between 2015 and 2024 were examined. The analyses demonstrated that the formalization of routines and continuous training of managers and inspectors contribute to greater predictability, fewer failures, and improved compliance with legal provisions. It was evidenced that the use of tools such as checklists, performance indicators, and digital records enhances decision-making and enables corrective actions in a timely manner. The application of scanners and traceable materials strengthens control over the inputs used and allows constant monitoring of the physical progress of projects. The results indicate that clear assignment of responsibilities and the presence of qualified representatives on-site facilitate technical communication and reduce conflicts between involved parties. It was also verified that the integration of administrative processes with technological resources raises governance standards and increases efficiency in contract execution. It is concluded that adopting good practices in public contract management in the construction sector promotes greater legal security, transparency, and quality in deliveries, ensuring that public resources are used efficiently and meet collective needs.
