INCLUSION OF PEOPLE WITH DISABILITIES IN THE LABOR MARKET: ADVANCES AND CHALLENGES

Abstract

The present article aimed to analyze business practices and public policies directed toward the inclusion of people with disabilities in the labor market, discussing their advances and limitations in achieving equality of opportunities. The theme addressed focused on the relationship between legislation, corporate strategies, and the cultural transformations required for the effective integration of people with disabilities in organizational environments. The research was characterized as bibliographic, based on the analysis of scientific articles, dissertations, and theses published in indexed databases, with a time frame between 2010 and 2025, allowing critical reflection supported by consolidated theoretical references. The results showed that, although the Quota Law and the Brazilian Inclusion Law expanded the participation of people with disabilities in the labor market, their application was still limited, since many companies interpreted the legislation as a formal obligation, restricting themselves to assistentialist or low-effectiveness practices. It was also found that more successful experiences occurred in organizations that integrated inclusion into strategic planning, with continuous actions of awareness, professional training, and individualized monitoring. The conclusion indicated that full inclusion required institutional commitment, cultural changes, and articulation between public and private sectors in order to overcome physical, attitudinal, and organizational barriers. Thus, it was reinforced that the challenge went beyond legal compliance and demanded structured, permanent corporate practices oriented toward equity of opportunities.
