This article presents a qualitative literature review on the importance of urban paving for regional development and for improving quality of life. Technical and scientific studies addressing structural, social, and environmental aspects related to the execution and maintenance of roads were analyzed, highlighting how road infrastructure directly affects the daily lives of populations. The research shows that adequate paving promotes greater mobility, reduces transport costs, and favors integration between different urban areas, creating conditions for economic growth and the emergence of new work and income opportunities. Furthermore, it was found that the application of modern construction techniques and the use of high performance materials result in more durable and safer roads, reducing the need for corrective interventions and optimizing public resources. The data collected also indicate benefits for public health, as the reduction of dust and mud contributes to decreasing respiratory diseases and improving the overall well being of communities. Another relevant point identified in the studies refers to the positive impact of paving on property appreciation and the attraction of new businesses, reinforcing paving as a strategic element for urban planning. It is concluded that investing in urban paving means investing in sustainable development, social inclusion, and administrative efficiency, being an essential action for Brazilian cities to reach higher standards of quality of life and regional competitiveness.
