This article analyzes the integration between the public sector and private enterprise in the modernization of urban infrastructure in Brazil, focusing on public-private partnerships (PPPs) in sectors such as lighting, mobility, leisure, and digital platforms. The study is justified by the fiscal crisis and the stagnation of public works, highlighting PPPs as a viable alternative to enhance service efficiency and coverage. The methodology is qualitative, based on an integrative literature review and analysis of multiple case studies from 2023 to 2025. The results show that well-structured and monitored partnerships can drive significant advances in urban infrastructure, provided that proper regulation, social participation, and contractual sustainability are ensured. It is concluded that urban modernization requires an articulation between technology, governance, and territorial justice to prevent inequality and ensure equitable access to public spaces.
