HEALTH RISK AND CONTROL OF PSYCHOACTIVE SUBSTANCES: A STUDY OF ORDINANCE 344 AND ITS INTERNATIONAL APPLICABILITY

This study presents an in-depth analysis of the sanitary risk associated with the use, prescription, dispensing and circulation of psychoactive substances, examined through the regulatory framework established by Ordinance SVS/MS No. 344/1998 and its implications for healthcare practices, sanitary surveillance and international coordination, enabling an understanding of how documental inconsistencies, institutional weaknesses, insufficient oversight and the rapid expansion of new synthetic substances influence therapeutic safety, demanding integrated approaches that strengthen regulatory governance and promote qualified practices within public health systems, revealing that the effectiveness of control measures relies on continuous regulatory updates, professional training, traceability mechanisms and transnational cooperation as essential strategies for mitigating vulnerabilities and enhancing population protection against the use of controlled substances.
