Abstract

This article proposes the development of a digital tool designed in Microsoft Office Excel to support electoral bodies in the processing of election results at the district level. The motivation behind this proposal lies in the observation that Mozambican districts still rely on manual methods for counting and consolidating electoral data, which are prone to human errors, delays, and inconsistencies. The proposed tool is expected to streamline the registration, calculation, and analysis of results from polling station tables, thus enhancing the speed, accuracy, and transparency of the district-level tabulation process. The tool will utilize simple formulas and cross-sheet references to automate the calculation of valid votes, null votes, abstentions, and candidate percentages. It will also provide automatic generation of summary reports and graphical visualizations to facilitate the interpretation and dissemination of results. Excel was chosen due to its wide availability in public administration, cost-effectiveness, and the general familiarity of election officials with the platform, reducing the need for intensive training. This paper outlines the proposed structure of the tool, defines the roles of its intended users, and explains how the tool would be deployed during the electoral period. If validated and implemented, this digital solution could significantly improve electoral data management at the district level, contributing to more reliable, auditable, and publicly trusted election processes.
